Shanxi Provincial Market Supervision Administration, responsible for market oversight, product quality, and food and drug safety, has made significant progress in improving Shanxi’s business environment, ensuring market order, and protecting consumers during the 14th Five-Year Plan. Officials highlighted key achievements at a press briefing on December 15.
Over the past five years, Shanxi added 1.23 million new businesses, averaging 7.7% annual growth. Financial services, including inclusive credit for individual operators, facilitated loans worth 39.1 billion yuan. The province also launched the pioneering nationwide “Hui Shang Bao” insurance program for small merchants, paying out 597 million yuan to 84,000 businesses.
Guo Xin’an, Deputy Director General, noted: “We have developed 24 leading quality enterprises, initiated 30 major industrial chain projects, and had 22 counties recognized in the national quality-strong counties program. Additionally, 30 Shanxi Quality Awards were granted, and 200 ‘Shanxi Premium Brand’ products certified, boosting industrial competitiveness and Shanxi manufacturing’s reputation.”
By the end of 2024, Shanxi’s manufacturing product pass rate reached 93.34%, with major agricultural product safety surpassing 98%, and engineering project acceptance hitting 100%. Patent activity surged, with invention patents increasing 124% to 36,900, trademarks rising 104% to 456,400, and the average patent approval time reduced from 15.5 months to two months through 13,900 fast-track evaluations.
The administration has adopted a credit-based supervision model, cracking down on law-breaking entities while easing restrictions on trustworthy businesses. This approach balances firm regulation with market vitality across the business lifecycle.
Campus food safety has also improved.
Zhao Ning, Deputy Director General, reported that by November 2025, over 12,000 school cafeteria inspections and 94 off-campus supplier checks were conducted, resulting in 896 violations handled, nearly 2 million yuan in fines, and 44 case referrals to supervisory authorities—ensuring food safety for students and staff.
Moving forward, the administration will continue to uphold strict safety standards, promote the “Province of High Quality” initiative, and drive Shanxi’s steady, high-quality growth.
